Should cops patrol all areas in the jurisdiction equally, or concentrate on high crime areas?
No.
And police forces all over the USA profile neighborhoods - to good effect.
Are crimes as likely to be committed at noon in the library as 3AM in a bar?
No.
And police forces all over the USA take things like this into account.
Then why can't we profile?
It makes no sense.
Israel's airline defense system is based on trying to screen potential terrorists, not bombs, but ours is based on trying to find the bomb.
It's insane.
We must start profiling at our airports and our train stations and bus terminals.
