Armed police numbers have dropped despite a rise in gun crime, the Conservatives have said.
The fall in numbers has been most serious in "hotspot" areas with the biggest rises in offences, figures obtained by the Tories suggest.
For instance, in Northamptonshire, gun offences tripled in 10 years - but the number of armed officers fell by 56%.
The Home Office said police numbers were "historically high" and armed police strength was a local decision.
'Part of the problem'
The armed police figures were obtained by the Tories after parliamentary questions.
Merseyside saw the number of authorised firearms officers fall 15% between 1997 and 2006, while the number of reported firearms crimes rose 62% between 2002 and 2006.
In Avon and Somerset, the number of armed officers dropped from 165 to 117 in the same period, while reported gun offences went up 62%.
Overall, the number of authorised firearms officers went down from 6,738 in 1997 to 6,584 in 2006, with reported firearms offences rising more than 10%.
The European Parliament has voted to tighten laws on obtaining and possessing firearms.
The age at which a firearm can be bought or owned will be raised to 18, unless it is for hunting or target shooting under adult supervision.
Blank-firing guns that could be converted will also be made illegal.
Earlier this month, a student shot dead eight people at a school in Finland, where gun ownership is among the highest in the world.
EU governments are expected to approve the reforms by the end of the year and the directive is due to come into force in January 2008.
Member states will then have two years to put the changes into practice.

The violent criminal will use whatever weapon he feels is sufficient to get the job done. If he thinks you're unarmed, then you are a more likely target. So gun ownership by law-abiding citizens is actually a deterrent. Since no law can disarm the criminals we are more likely to reduce gun crime by arming people.
We have about 10,000 annual gun homicides in the USA.
That means, in any given year, the odds that any given American firearm will be kill someone is 1 in 27,000.
The British have, in England and Wales, about 75 a year. But that's out of only 125,000 firearms. The odds that in any given year, a British firearm will kill someone is 1 in 1,666.
Conclusion: A British gun is more than 16 times as likely to kill as an American gun.
My own view is that the gun not only belongs in the hands of the agents of the state (they can never be disarmed) but in the hands of the people as a whole. This is the surest way of maintaining the correct balance of power between state and citizen. The mad rush of government to create a 'gun free' Utopia will not, of course, have any effect on the crime rate. The criminal, by definition, does not obey the law and is therefore unaffected by any anti firearms legislation. Gun control will, however, create more and more victims of violent crime as long as we allow ourselves to be disarmed behind the smokescreen of 'Crime control'. This is the unpalatable truth you will never read in the media or hear from any politically correct politician.The barrel is unrifled so this device will not produce a tight pattern. When any government deprives a citizen of his freedom or property, the individual must take action to publicise his grievances. To this end, I hope to illustrate in the following pages, the futility of gun control, and that no amount of arbitrary legislation can ever prevent those wanting firearms from owning them. The individual who has the ability to construct his own homemade gun can never be permanently disarmed by any level of gun control legislation.
So as to allow you to get a 'feel' for the subject of homemade guns, the following pages illustrate how a reasonably light weight and portable homemade Machine gun was assembled from readily available 'Off the shelf' materials and components. No lathe or milling machine was required or used.
The firearm that can truthfully be described as "a homemade gun" should be one built using the type of hand tools and materials that the average individual could easily acquire.
