China, Fearing Regime Change by the U.S, Bulks Up Its Nuclear Deterrence Capabilities

An eye opening report. 

My first thought, "Well that's just great (*Eye-roll*)."

China has accelerated an expansion of its nuclear arsenal because of a change in its assessment of the threat posed by the U.S., people with knowledge of the Chinese leadership’s thinking say, shedding new light on a buildup that is raising tension between the two countries.

The Chinese nuclear effort long predates Russia’s invasion of Ukraine, but the U.S.’s wariness about getting directly involved in the war there has likely reinforced Beijing’s decision to put greater emphasis on developing nuclear weapons as a deterrent, some of these people say. Chinese leaders see a stronger nuclear arsenal as a way to deter the U.S. from getting directly involved in a potential conflict over Taiwan.

Among recent developments, work has accelerated this year on more than 100 suspected missile silos in China’s remote western region that could be used to house nuclear-tipped missiles capable of reaching the U.S., according to analysts that study satellite images of the area.

American leaders have said the thinking behind China’s nuclear advance is unclear. Independent security analysts who study nuclear proliferation say they are also in the dark about what is driving Beijing after exchanges between Chinese officials and analysts mostly dried up in the past few years.

The people close to the Chinese leadership said China’s increased focus on nuclear weapons is also driven by fears Washington might seek to topple Beijing’s Communist government following a more hawkish turn in U.S. policy toward China under the Trump and Biden administrations.

American military officials and security analysts are concerned China’s nuclear acceleration could mean it would be willing to make a surprise nuclear strike. The people close to the Chinese leadership said Beijing is committed to not using nuclear weapons first.

China plans to maintain an arsenal no larger than necessary to ensure China’s security interests, they said, adding that the Chinese military believes its nuclear weapons are too outdated to present an effective deterrent against a potential U.S. nuclear strike.

“China’s inferior nuclear capability could only lead to growing U.S. pressure on China,” one person close to the leadership said.

Nervous international reaction to Russian leader Vladimir Putin’s call for his nuclear forces to be put on alert following his invasion of Ukraine has offered Chinese officials a real-world lesson about the strategic value of nuclear weapons. So did Ukraine’s decision in 1994 to turn over the nuclear weapons left in the country after the breakup of the Soviet Union in return for security assurances from the U.S. and Russia.

“Ukraine lost its nuclear deterrence in the past and that’s why it got into a situation like this,” said a retired Chinese military officer with ties to the country’s nuclear program.

The people familiar with the Chinese leadership’s thinking said Beijing hasn’t conveyed any adjustments to the country’s nuclear policy as a result of developments in Ukraine. China’s Ministry of Defense didn’t respond to a request for comment.

The people have knowledge of Beijing’s thinking about nuclear policy through their work with various agencies involved in security issues. None are directly involved in the setting of nuclear policy. They didn’t preclude that future developments might change Beijing’s approach and said other factors may also be influencing the leadership’s approach to nuclear weapons.

Their observations nevertheless bring greater clarity to a shift in Beijing’s thinking that has far-reaching consequences globally. Rising tension between the U.S. and China over nuclear weapons could throw the world back into a Cold War-style nuclear standoff similar to that seen in the decades following World War II between the U.S. and Soviet Union.

The risk of miscalculations this time could be higher, however, because while the U.S. and Soviet Union communicated about their nuclear weapons during arms control talks from the late 1980s, the Chinese program and Beijing’s thinking on the role of nuclear weapons has been shrouded in secrecy. China has declined to engage in nuclear arms control talks with the U.S., saying Washington should first reduce its nuclear inventory.

U.S. government and private sector estimates put China’s nuclear arsenal in the low hundreds of warheads, far below the roughly 4,000 warheads held by both Russia and the U.S. The Pentagon says it now expects China to have 1,000 warheads by the end of this decade.

Satellite images taken during January show the last 45 of the temporary covers over each of 120 suspected missile silos near the city of Yumen have been removed, suggesting the most sensitive work at all of the silos has been completed, said Matt Korda, a senior research associate for the Nuclear Information Project at the Federation of American Scientists in Washington. At two other smaller silo fields in western China, work is at earlier stages.

The silos at each of the sites are large enough for a new long-range Chinese missile known as the DF-41 that was put into service in 2020 and is capable of hitting the U.S. mainland, analysts say. Tests of missiles that are launched from aircraft and can carry nuclear warheads also give Beijing a stronger chance of being able to retaliate if it is hit first in a nuclear attack.

In public, China has played down its nuclear pursuits.

“On the assertions made by U.S. officials that China is expanding dramatically its nuclear capabilities, first, let me say that this is untrue,” Fu Cong, director general of the Foreign Ministry’s arms control department, said earlier this year. He said that China is working to ensure its nuclear deterrent meets the minimum level necessary for national defense.

Chinese leaders had seen nuclear weapons as being of limited value because they don’t offer realistic options for fighting most wars. A major shift occurred in early 2020, according to the people familiar with the leadership’s thinking, as the U.S. government hardened its stance toward Beijing in the early stages of the Covid-19 pandemic.

Strong criticism of the Communist Party from senior Trump administration officials spurred a consensus among Chinese leaders that Washington was willing to take greater risks to stop China’s rise, some of the people said.

A May 2020 speech in Mandarin by former Deputy National Security Adviser Matt Pottinger was particularly alarming, they said. Speaking on the anniversary of a pivotal 1919 student protest in China, Mr. Pottinger said: “Wasn’t the goal to achieve citizen-centric government in China, and not replace one regime-centric model with another one? The world will wait for the Chinese people to furnish the answers.”

“The speech was obviously calling the Chinese to topple the Communist Party,” one person familiar with the Chinese leadership’s thinking said.

In response to a request for comment, Mr. Pottinger said that such an interpretation was “a profound admission that the Communist Party knows it has failed to deliver citizen-centric governance, and it confirms what everyone already suspected: What Beijing fears above all is its own people.”

At the same time, increased support from the U.S. for Taiwan, a democratically self-ruled island that Beijing views as a part of China and has vowed to put under its control, prompted Chinese leaders to debate the prospect that the U.S. might be willing to use nuclear weapons in a conflict over the island, according to the people close to the leadership...

China's dictator supports the Taliban

The Chinese communists have just revealed they embrace the Taliban in Afghanistan, and want everyone else to do so as well:
Chinese dictator Xi Jinping praised the “sovereignty, independence and territorial integrity” of Afghanistan in a message to a foreign ministers’ meeting featuring a Taliban representative on Thursday, encouraging neighboring countries to “do their best” to support the “Afghan people.”

China is currently hosting a two-day summit in Anhui province of regional leaders to discuss the future of Afghanistan. Taliban “Foreign Minister” Mawlawi Amir Khan Muttaqi arrived on Wednesday and is participating in conversations with China and other top diplomats.
This is definitely bad news. Commies of modern times are definitely taking this world in the direction of darkness and barbarism if this is type of movements China's government is embracing.

AMERICA FUNDS EDUCATION IN CHINA

Rep. Mike Coffman (R-Colo.) is asking President Obama to immediately suspend the U.S. Peace Corps program in China, where American volunteers are restricted to teaching English in Chinese universities.

Coffman said he was “shocked” to learn on a recent trip to China that millions of U.S. taxpayer dollars are being used to defray China’s higher-education costs, at a time when the U.S. government is short of money to fund its own higher education system.

“Education in China is under a state-run system; our contribution of teachers to the university systems means we are subsidizing the cost of the system for the Chinese government and borrowing the money from them to do it,” Coffman wrote in a recent letter to his colleagues, urging them to join him in cutting unnecessary and wasteful government spending.

Coffman says the Obama administration is spending $2.9 million in fiscal year 2011 to fund the Peace Corps program in China, and it has requested an increase to $4.7 million to fund Peace Corps operations in China for FY 2012....
The 2011-2012 school term has begun or will begin shortly in the United States, with many school budgets "under water," resulting in increased pupil-to-teacher ratios, cutbacks on materials, etc.

But we are paying to educate children in China and Obama wants even more funding to do so?

If more Americans knew what was really going on under the Obama administration, people would be out in the streets and calling for his impeachment - or, at the least, working very hard to make sure that Obama doesn't get re-elected in 2012.

My cousins asked how they heck they could do that and WHY? They said people in CHINA say that Obama's "MAO'S MOST FAMOUS STUDENT".......My cousins were stunned. The shop owner said "We here in Beijing think America's more Communist than we are now...we get to keep some of our money now."...

...These poor, hopeless, angry people exist by grubbing for scraps of cobalt and copper ore in the filth and dust of abandoned copper mines in Congo, sinking perilous 80ft shafts by hand, washing their finds in cholera-infected streams full of human filth, then pushing enormous two-hundredweight loads uphill on ancient bicycles to the nearby town of Likasi where middlemen buy them to sell on, mainly to Chinese businessmen hungry for these vital metals.

To see them, as they plod miserably past, is to be reminded of pictures of unemployed miners in Thirties Britain, stumbling home in the drizzle with sacks of coal scraps gleaned from spoil heaps.

Except that here the unsparing heat makes the labour five times as hard, and the conditions of work and life are worse by far than any known in England since the 18th Century.

The ethical country of China

China has a troubling history of using any means necessary to acquire its critical intellectual property.
The Raw Feed reports:

Prosecutors in Seoul, Korea, indicted an ex-LG employee for spying for a Chinese company in a case they say cost the South Korean economy more than $1 billion. The Chinese company, Changhong-Orion PDP-Chaihong, reportedly paid the LG manager $300,000 per year, an apartment and a car (he was still collecting his LG salary) in exchange for copying 1,182 files from the LG network and giving it to the Chinese company...

The company then used that stolen data to copy LG's plasma display panel production technology. Changhong-Orion PDP-Chaihong plans to start making plasma panels with the stolen technology starting in December.

GOOD NEWS FROM CHINA - ON TWO FRONTS

China’s currency rose steeply against the dollar this week, feeding speculation that Chinese authorities, yielding to international pressure and economic realities at home, were allowing their currency to appreciate more rapidly.

The currency, known as the yuan or renminbi, rose 0.9 percent this week — faster than over any week since China stopped pegging it to the dollar on July 21, 2005. Thursday, the yuan rose 0.37 percent, the largest one-day increase since the peg ended. On Friday, it rose 0.18 percent, to close at 7.3041 to the dollar in Shanghai trading.
HONG KONG:
Beijing will allow Hong Kong to directly elect its leader by 2017 and all its lawmakers by 2020, the territory's chief executive said Saturday.

Donald Tsang said the move was a ''most important step'' in the former British colony's political future.

CHINA yesterday pledged to do more to expand imports from Europe and give market forces more play over its currency during a tense one-day summit with the European Union.

Addressing EU criticisms over its ballooning trade deficit with China, which the bloc blames mainly on the yuan's weakness against the euro, Chinese Premier Wen Jiabao told the summit participants that Beijing did not seek the lopsided trade nor was it solely responsible for the currency situation.

'In China's open market, every trading partner is treated equally,' said Mr Wen, who along with other Chinese leaders and officials vowed to continue dialogue with their European counterparts to resolve the currency spat.

However, the Chinese Premier also told the audience of European and Chinese business leaders attending the summit that China would hold firm to its policy of reforming the yuan gradually.

'China will continue to reform the RMB exchange rate regime in a gradual, proactive and manageable manner,' he said, while insisting the Chinese currency was not the only reason for their trade dispute.

He added: 'I believe that the main cause of the rise of the euro is the big fall in the value of the US dollar.'

... EU trade officials have lately become as vocal as their American counterparts in criticising what they say is a significantly undervalued yuan.

The trade deficit of the EU with China is likely to reach a whopping 160 billion euros (S$341 billion) this year, while the United States' trade deficit with China was US$232.5 billion (S$336 billion) last year.

The 27-member EU bloc is China's largest trading partner.

CHINA'S ECONOMY ACTUALLY 40% SMALLER THAN PREVIOUS ESTIMATES

China's economy is 40 percent smaller than most recent estimates, a US economist said Wednesday, citing data from the Asian Development Bank and guidelines from the World Bank.

Albert Keidel, a senior associate at the Carnegie Endowment for International Peace and a former US Treasury official and World Bank economist, made the comments in a report published by the US think tank and in a commentary in the Financial Times.

Keidel told AFP he made the calculations based on a recent ADB report that made its first analysis of China's economy based on so-called purchasing power parity (PPP), which strips out the impact of exchange rates.

"The results tell us that when the World Bank announces its expected PPP data revisions later this year, China's economy will turn out to be 40 percent smaller than previously stated," Keidel wrote.

"This more accurate picture of China clarifies why Beijing concentrates so heavily on domestic priorities such as growth, public investment, pollution control and poverty reduction."

The ADB data was the first using purchasing power analysis, according to Keidel.

Based on this new analysis, he said "the number of people in China living below the World Bank's dollar-a-day poverty line is 300 million -- three times larger than currently estimated."

Keidel told AFP that under these calculations, China's gross domestic product (GDP) would have been roughly five trillion dollars in 2005, compared to some 12 trillion for the United States on the same basis.

This would still mean China's economy is moving ahead of Japan as the world's second largest economy, but might not overtake the United States until around 2030.

"These calculations are not just esoteric academic tweaks," Keidel wrote.

"Based on the old estimates, the US Government Accountability Office reported this year that China's economy in PPP terms would be larger than the US by as early as 2012. Such reports raise alarms in security circles about China's ability to build a defense establishment to challenge America's," he said.

The use of PPP began in the 1950s in an effort to compare economies without the distortion of exchange rates that could be influenced by trade or investment flows.

Keidel said his analysis has little meaning for the debate on whether China's yuan is undervalued, as many economists say.

"The PPP shouldn't be used to check whether the commercial exchange rate is valid," said Keidel, who has argued that it is not clear whether the yuan is vastly undervalued.

But he said the data helps explain why Chinese authorities are paying little heed to calls by Washington and Europe to boost the yuan.

"Our focus in the US on trade and exchange rates is secondary or tertiary in their view," he said.

Keidel said the US Congress and administration officials "should recognize the limitations and opportunities revealed by these more accurate data."

"For example, risks to its impoverished rural hinterland from a sudden large revaluation of its currency loom larger in Beijing's eyes than in Washington's," he added.

Keidel had been deputy director for the Office of East Asian Nations at the US Treasury and was previously a senior economist in the World Bank office in Beijing.

CHINA IS A POTENTIAL THREAT AND AN EMERGING POWER, BUT STILL A THIRD WORLD NATION.

WE SHOULD PRESSURE THEM MORE AND MORE ON THEIR LACK OF LIBERTY AND SHODDY IF NOT NON-EXISTENT MANUFACTURING STANDARDS.

TALIBAN: BIN LADEN SHUTTLES BETWEEN CHINA-TAJIK BORDER AND AFGHANI-PAKISTANI BORDER

Al-Qaeda leader Osama bin Laden was hiding in the remote mountains on the Afghani-Pakistani border and moving constantly to avoid detection by intelligence agencies, according to a Taliban sympathiser.

Ahmad Farooq, a Pakistani Pashtun has told the Italian daily, Corriere della Sera, that bin Laden had been moving from village to village in the area from Chitral to the "corridor of Waqan", [alternately Wakhan] the mountainous Hindu Kush region of Pakistan bordering Tajikstan and China.

"There are always 20 armed men with him, free from satellite telephones so that they did not risk detection by the Americans," he told the newspaper.

"Not far from him there are two other similar groups that move in parallel. Osama passes from one to the other often many times in a week. No-one knows which group he is with at any time."


Farooq said bin Laden had also managed to hide in the Pakistan-China border area of Karakorum, an uninhabited remote area, because it is guarded by Chinese troops.


"He lives like a monk," Farooq said. "His health is not good. He is 50 years old. But he looks much older. He relies continutally on medicine for his weak kidneys and has a breathing apparatus.
"He almost died a few years ago from bronchitis that developed into pneumonia."

Farooq conducted the interview in Imam Dheray, in the Swat Valley where there has been widespread bloody conflict between the Pakistani security forces and the fugitive rebel leader and radical cleric, Mullah Fazlullah, and his supporters in recent weeks.

... Farooq gave many details about where bin Laden had been since September 11 2001 - hiding in the Afghan province of Khost until it became too dangerous for him. Then, he said, the al-Qaeda leader moved to the Chitral region, in northern Pakistan.

"I saw him for the last time on 17 September 2003 not far from Dir, my village, " he said. "His caravan was moving slowly. They told me he was not well. They didn't seem worried about being detected by the Americans.
"Instead, they were looking for medicines and a warm place for the night. In that area winter arrives early. With the first snow fall the passes are closed at more than 4,000 metres and you have to wait for spring.

"I think they only went to China in summer, when the paths are clear."


A senior official from NATO's security services told the Italian daily's magazine such an account of bin Laden's activities was "quite possible".


He said "We believe he remained in the mountains in the zones of Chitral and Swat. The detail about China was however new."

OUTSOURCING MEDICATIONS TO CHINA

The other day I was catching up on some reading of piles of magazines which had been accumulating dust and found this.

Excerpt from an October 5, 2007 article in U.S. News & World Report:
...Gone are the days when Americans could unquestioningly trust in the quality and authenticity of their pharmaceuticals. So far, no American deaths have been linked to shoddy or fraudulent medications. But a surge in hazards discovered at home and abroad has cast new doubts on the safety of prescription and over-the-counter drugs, supplements, and other medical products. Americans "should be quite concerned," says Roger Williams, CEO of US Pharmacopeia, a private organization that creates the nation's official quality standards for drugs.

Americans still have the best pharmaceutical products in the world, says Williams. But the safety net is getting frayed. Recent problems with other goods imported from China, such as the melamine that tainted pet food and killed dozens of dogs and cats, and toothpaste made with diethylene glycol, have sparked worry that the pharmaceutical industry's rapid migration to manufacturing plants in China and other Asian countries is increasing the risk of similar problems with medicines.
In the past five years, Chinese pharmaceutical imports into the United States have more than doubled, to $698 million. Already, half of the aspirin used worldwide comes from China, as do 35 percent of the painkiller acetaminophen and almost all synthetic vitamin C. India's pharmaceutical imports into this country increased 2,400 percent, to $789 million, from 1996 to 2006, making it the fastest-growing drug importer. Last year, Indian firms won Food and Drug Administration approval to import more than 100 generic drugs, including a version of the anti-HIV drug Retrovir. India and China make about 20 percent of generic and over-the-counter drugs sold in the United States and at least half of the "active pharmaceutical ingredients" for pills made within the United States. "Ten years ago, the Chinese and Indian API market was nonexistent, and now they're dominant," says Lynne Jones Batshon, executive director of the Bulk Pharmaceuticals Task Force, a group of ingredient manufacturers. Price is a key driver of that shift, Batshon says, and complying with American regulatory requirements is expensive.

At the moment, consumers have no way of knowing where their drugs are produced or assembled, because there are no requirements for country-of-origin labeling of drugs....[C]ounterfeit diabetes test strips were traced to a firm in Shanghai. And when at least 56 people died in Panama last fall after taking cough and allergy medicines, it was discovered that the drugs had been spiked with toxic diethylene glycol sold as harmless glycerin by a Chinese firm. Raw ingredients and finished products can move through a half-dozen countries before landing on a pharmacy shelf.....

Even brand-name drugs you buy at the local pharmacy may pose dangers. Counterfeiting, says Hubbard, is extremely profitable and "a lot easier than selling narcotics. And you don't have to deal with a Colombian drug lord." The World Health Organization estimates that 10 percent of pharmaceuticals worldwide are counterfeit.
Turns out that the above is not old news. Along comes this item in the November 2, 2007 Washington Post:
FDA Unsure It Inspected Foreign Drugmakers

Two-thirds of the foreign drug manufacturers subject to inspection by the Food and Drug Administration may never have been visited by agency inspectors, a government watchdog reported. The FDA this year listed 3,249 foreign pharmaceutical manufacturers subject to its inspection -- yet the agency cannot determine whether it has inspected 2,133 of them, said a Government Accountability Office report released during a House subcommittee hearing.
As we Baby Boomers age and require more and more pharmaceutical intervention, this outsourcing of medications and the ingredients therein could pose a significant problem, maybe even a significant danger.

'CHANG WU' AND THE CLINTONS

I was perusing the comments left on the incredibly popular trailer of Hillary Uncensored and noticed this intriguing tidbit from "Chang Wu:"

Real or fake? Conspiracy theorist or satirist? Who knows, but it may be coincidental that Salon recently featured a troubling article that points to the vast amount of money raised by the William J. Clinton Foundation. Unfortunately, Clinton refuses to release the names of his individual donors.

Since leaving office in 2001, the former president has vacuumed in hundreds of millions of dollars for his William J. Clinton Foundation. Though the former president has declined to reveal the identities of his individual donors, public records reviewed by Salon reveal a partial picture of corporate foundations and the foundations of a network of wealthy individuals that have long fueled the Clinton money machine. Some of those same individuals are now among the top fundraisers for Hillary Clinton's campaign

There is no debate that the Clintons have had extremely questionable ties to both China and Dubai.

...[His failure to disclose his individual donors] raises the question of whether Bill Clinton's financial activity, and a partial lack of transparency about it to date, could become a political liability for a Hillary Clinton administration...

Laws designed to minimize real or perceived influence peddling limit the activities of a sitting president. But campaign and election law attorneys say nothing prohibits Bill Clinton from continuing to accept big checks made out to him or his foundation, even if his wife is elected president.

Is Chang Wu real? I don't know. But there's no question that the Clintons have a long and sordid history of contributions from mysterious donors. At a minimum, Chang is a metaphor for the Clintons' ties to China, Loral, Bernard Schwartz, and ICBM guidance technology.

Three of China's top politicians, including Vice-President Zeng Qinghong, have been dropped from the Communist Party's central committee, reports say.

Although known as a Jiang loyalist, most observers speculate that Zeng is more liberal than his mentor, and interested in political reform (transparency, institutionalization, and greater specification of powers) to improve the efficiency and effectiveness of party and state operations. Zeng remains an important figure within the highest ranks of party leadership.

After the death of Zhao Ziyang, the former party secretary who lost power following the Tiananmen Square protests, Zeng worked as the intermediary between the Zhao's family and the senior party leadership.

Might As Well Be Walking On The Moon

It appears that China is interested in mining the moon.
Chinanews, Guiyang, Aug 10 –China plans to survey every inch of the soil on the moon during the Chang'e project, said Ouyang Ziyuan, China's chief scientist for the moon exploration project.
So why would China be spending money on moon exploration. Do they have something practical in mind? Yes they do.
“There are altogether 15 tons of helium-3 on earth, while on the moon, the total amount of Helium-3 can reach 1-5 million tons. Helium-3 is considered as a long-term, stable, safe, clean and cheap material for human beings to get nuclear energy through controllable nuclear fusion experiments. If we human beings can finally use such energy material to generate electricity, then China might need 10 tons of helium-3 every year and in the world, about 100 tons of helium-3 will be needed every year. This means that the helium-3 reserves on the moon can serve human society for at least 10,000 years,” he said.
It turns out that if this alternate fusion scheme works, out we will not have to go to the moon for fuel. We can leave the He3 on the moon for use in space travel. On earth we can use Boron 11 and hydrogen. Hydrogen is abundant. There is enough Boron 11 for around 100,000 years. More than enough time to figure out what is next. Plus we need not get into resource wars over goodies in space. At least not for a while.

BIG RED BROTHER TELLS GEORGE BUSH TO SHUT UP

China is hopping mad at the nerve of George Bush.

Unaccustomed as they are to criticism, they didn't like GWB's remarks that the 100 million plus total of those killed by Communist regimes around the world was 'staggering'.

They sermonized him to 'give up Cold War thinking' and of seeking to 'provoke conflicts between different ideologies and social systems'; and that the thinking runs 'counter to the trend of the times and is unpopular'.

OK, let's back up a bit here. Communist China alone has killed over 70 million people since its inception but doesn't want these annoying little trivialities pointed out. The government which brutally pushes down dissent in its own people thinks it can bully the rest of the world into silence as well. Silence debate? Doesn't want the facts to get in the way of an ideological government? Sounds to me like the Left in general.

CHINESE RIOT AGAINST "FAMILY PLANNING"

BBC: China's child fines 'spark riot'
Thousands of villagers have rioted in south-western China over the country's controversial family planning restrictions, reports say. The villagers, in Guangxi province, reportedly attacked government offices after officials imposed heavy fines on families who had too many children. The rioting allegedly took place on Friday and Saturday.

Beijing allows urban dwellers to have one child, while villagers can have two if the first child is a girl. The policy - which was launched in the 1970s - is aimed at controlling population growth in the world's biggest nation with some 1.3 billion people.

Angry villagers targeted several local government offices in Shapi township in Guangxi, setting fires and destroying public property, local residents were quoted as saying by the AFP news agency. At least one person was injured in clashes after riot police were called in, Hong Kong's Ming Pao Daily News newspaper said.

"The farmers were really angry because the family planning team was going around to homes and making farmers pay fines if they had too many kids," one local resident told AFP. "If the farmers had no money they took things from them," the resident said.
