Lebanese and Israeli troops exchanged fire on the border Tuesday in the most serious clashes since a fierce war four years ago, and Lebanon said at least two of its soldiers and a journalist were killed in shelling.

The U.N. urged ''maximum restraint'' and said it was working with both sides to restore calm, but witnesses in Lebanon reported intermittent Israeli shelling in the area hours after the clashes broke out.

There were conflicting accounts of what sparked the gunfire.

Israel's military said its soldiers came under fire inside Israeli territory during a routine patrol and retaliated with artillery fire. A Lebanese army officer said the clash started when Israeli troops tried to remove a tree from the Lebanese side of the border.

Amid concern in recent weeks regarding tension in Lebanon over reports of an imminent indictment of Hizbullah by an international panel examining the assassination of former Lebanese prime minister Rafik Hariri, Israel has sent messages through third parties to both Syria and Lebanon not to allow any party to try and divert attention by provoking Israel.

Diplomatic officials said it was too early to determine whether Tuesday’s incident, which government officials said was a “deliberate ambush,” was designed to divert attention from the Hariri probe, or was merely a “localized incident.

Hizbullah leader Sheikh Hassan Nasrallah warns that if Israel targets the Lebanese military again, his force will act.

In a speech, Nasrallah praised the Lebanese army for its “heroic confrontation” with Israeli forces on the border.

Hizbullah was not involved in Tuesday’s fighting, but Nasrallah warned that “the arm that extends itself against the Lebanese army will be cut by the resistance,” referring to Hizbullah.

IT IS ONLY TANGENTIALLY RELATED TO HARIRI: IRAN AND ITS STOOGES WANTED HARIRI DEAD AND THEY WANT LEBANON TOP BECOME LIKE GAZA.

BUT THIS INCIDENT WAS TIMES IN ACCORDANCE WITH THE EILAT/AQABA ATTACK WHICH CANNOT BE SAID TO HAVE ANYTHING TO DO WITH HARIRI.
