WSJ: Iran Opposition Finds New Ways to Protest; FORMER IRANIAN PRESIDENT BANISADR SAYS FRAUD WAS ORDERED BY KHAMENEI
The three top leaders of Iran's opposition joined forces on Tuesday and their supporters began a three-day national strike, signaling a resurrection of protests even as Iran's president announced to the nation that the postelection turmoil was over.
Opposition candidates Mir Hossein Mousavi and Mehdi Karroubi, joined by former President Mohamad Khatami, met to plot strategy and issued their first-ever joint statement, calling for an end to the government's arrests and what they called "savage, shocking attacks" on their advisers and supporters.
Meanwhile, hundreds of opposition supporters quietly flocked to mosques or retreated to their homes to begin an unusual form of three-day strike boycotting workplaces, banks and the baazar.
In a novel attempt to outflank government restrictions, opposition supporters alerted one another to take advantage of an Islamic tradition rarely practiced in Iran called Etekaf. It calls for a retreat from worldly activities during these three days in the month of Rajab in the Islamic calendar.
The strikes come just ahead of a protest planned for Thursday to commemorate 18 Tir, the 1999 student uprisings that led to dozens of students getting killed. "By staying away from workplace, the brave people of Iran can show they will never accept this illegitimate government," wrote an Iranian columnist in Iran on a news Web site.

M&G: Khamenei ordered Iran election fraud, says ex-president
Iran's supreme leader, Ayatollah Ali Khamenei, is personally behind the alleged fraud in the June 12 presidential election, former Iranian president Abolhassan Banisadr claimed in Vienna late on Monday.
"Khamenei ordered the fraud in the presidential elections and the ensuing crackdown on protestors," Banisadr said at a symposium marking the 20th anniversary of the murder of three Kurdish opposition leaders in Vienna.
"The regime is edging closer to the abyss and is holding on to power solely by means of violence and terror," said Banisadr, who was Iran's first elected president following the 1979 Islamic revolution.
The regime wanted to keep the population in a permanent state of uncertainty and fear and so systematic terror was institutionally organised and controlled by the regime and Khamenei, he added.
"They don't want Iranians to be able to even think about protests in their own homes."
Intellectuals and students were the main targets since they were regarded as the driving force behind the resistance, Banisadr continued. "Reformers and liberal pragmatists are to be wiped out."

The Swedish Model Is Failing
Sweden still sets hearts racing across Europe. The "Swedish model" might bring up thoughts of a nubile blonde rather than a strong social state, but it is in the latter incarnation that my home country stirs the passions of left-leaning Europeans. Whatever Sweden does must be right, or so reason progressive politicians and Guardian journalists – not to mention scores of Swedes. But beyond this blue-eyed vision lurks a darker reality. Sweden's conservative coalition government has stood still as the financial crisis has engulfed the country. Jobs, social services and healthcare are eroding. The Sweden Democrats – the equivalent of the BNP – are on the rise. The social state is failing. The Swedish dream is no more.Take healthcare. Swedes do not enjoy free public care: it costs to see a GP. That is, if you manage to see one. Queues are long and scandals rack the system. Psychiatric care, the source of many such scandals, has a near-medieval penchant for authoritarianism with few European equivalents. People are locked up for months for not taking medicine, given no therapy, and spat out of the system into despair and destitution. The mentally ill die in wards and in outpatient isolation. And they do not even have charities to turn to because state-run healthcare is supposed to work: this is Sweden, after all.
Those who do enjoy Sweden's second-rate public services are lucky. Undocumented migrants, who lack a "personal number", are barred from day-to-day healthcare. Foreigners do not fit easily into a social system built on the postwar notion of the folkhem, or people's home, whose rightful inhabitants are the native Swedes. Despite the xenophobic right's lack of electoral success, Sweden is divided between those inside the system and those outside it – including the asylum seekers now deported en masse to Iraq. But migrants should be happy to be here. This is Sweden, after all.

Patient's shock at hospital waiting list in Australia
AN UNWELL woman with a family history of bowel cancer said she was shocked to learn she had at least an eight-month wait for a colonoscopy.
Maureen Watts, 63, says she has been waiting to hear back from Royal Darwin Hospital since mid-February about when she could be booked in for the procedure.
But last week, she said, she rang to check again on when they could fit her in, and that it was then she was told there was no theatre spare.
"(She) told me they're renovating or refurbishing the hospital and that they don't have a theatre ... until September," she said.
"(And then) there was a big backlog of people that they have to go through.
"I asked what can I do about it, and she said 'well, really, nothing - neither can I'."
Ms Watts - whose mother and both grandfathers all had bowel cancer - said she had been feeling unwell before seeing a RDH doctor in February, who agreed she should have a colonoscopy as well as an endoscopy.
RDH media officer Kasey Brunt said the hospital was investigating the case.

FRANCE SPENDS ITS STIMULUS WHILE OBAMA'S PORKULUS GATHERS DUST
All told, Paris has set aside 100 million euros in stimulus funds earmarked for what the French like to call their cultural patrimony. It is a French twist on how to overcome the global downturn, spending borrowed money avidly to beautify the nation even as it also races ahead of the United States in more classic Keynesian ways: fixing potholes, upgrading railroads and pursuing other “shovel ready” projects.
“America is six months behind; it has wasted a lot of time,” said Patrick Devedjian, the minister in charge of the French relance, or stimulus. By the time Washington gets around to doling out most of its money, Mr. Devedjian sniffed, “the crisis could be over.”
Gallic pride aside, Mr. Devedjian has a point. While he plans to spend 75 percent of France’s stimulus money this year, the White House is giving itself until fall 2010 to lay out that big a share of the American expenditure. And many experts predict that Washington will fall short of that goal.

The G8 leaders are set this week to deliver their strongest statement so far on global warming.
They are likely to agree that the world ought to cut greenhouse gas emissions by 50% by 2050 - with rich nations reducing them by 80%.
The group will probably also say that any human-induced temperature rise should be held to 2C - a level considered to be a danger threshold.
The US has previously objected to such a clause.
But it looks as though the G8 will fall short of agreeing the short-term targets scientists say are essential to ensure that the 2C threshold is not breached.

Hussein Soetoro chose the Independence Day weekend to journey to Moscow and finish the strategic arms negotiations with Russia.
As Jake Tapper reported, the administration has already announced that a plan to implement the renegotiated Treaty in advance of the Senate's ratification.
With the clock running out on a new US-Russian arms treaty before the previous Strategic Arms Reduction Treaty, or START, expires on December 5, a senior White House official said Sunday said that the difficulty of the task might mean temporarily bypassing the Senate’s constitutional role in ratifying treaties by enforcing certain aspects of a new deal on an executive levels and a “provisional basis” until the Senate ratifies the treaty."The most ideal situation would be to finish it in time that it could be submitted to the Senate so that it can be ratified," said White House Coordinator for Weapons of Mass Destruction, Security and Arms Control Gary Samore. "If we're not able to do that, we'll have to look at arrangements to continue some of the inspection provisions, keep them enforced in a provisional basis, while the Senate considers the treaty."

Eleven people are seriously harmed during NHS surgery every day, it emerged yesterday.
The number of major errors has risen by 28 per cent in five years, with more than 4,000 patients hurt in 2007/08.
Mistakes include objects such as scalpels and coils being left inside patients, organs being punctured, and the wrong dosage of drugs being given.
A total of 722 objects were left inside patients during surgery last year.
... 'This has undoubtedly, in a number of well documented cases, been a contributory factor in making services unsafe,' the report said.
The MPs added that many mistakes were not reported by the NHS – raising the possibility that the recorded number of medical mishaps is just the tip of the iceberg.
The latest figures were uncovered by the Liberal Democrats in a parliamentary answer.
... Health spokesman Norman Lamb said: 'These figures raise serious concerns and call into question the Government's claim to be making patient safety a priority.
'There really is no excuse for leaving objects inside people. Far too many avoidable mistakes are still being made.
'Many doctors and nurses are under enormous amounts of pressure to meet Government targets.
'We have to ensure that patient safety isn't being compromised to satisfy the whims of Whitehall.

President Obama and Vice President Joseph R. Biden Jr., in separate interviews this weekend, said that the accelerating crackdown on opposition leaders in Iran in recent days would not deter them from seeking to engage the country’s top leadership in direct negotiations.
In an interview with The New York Times, a day before his scheduled departure for Moscow on Sunday, Mr. Obama acknowledged the arrests and intimidation of Iran’s opposition leaders, but insisted, as he has throughout the Iranian crisis, that the repression would not close the door on negotiations with the Iranian government.
“We’ve got some fixed national security interests in Iran not developing nuclear weapons, in not exporting terrorism, and we have offered a pathway for Iran to rejoining the international community,” Mr. Obama said.
Mr. Biden echoed the same themes in an interview conducted in Iraq and broadcast Sunday on the ABC News program “This Week.”

While watching the classic episode, which aired for the first time June 2, 1961, I couldn’t help but notice the many similarities between characters portraying representatives of an all-powerful, Godless government (a.k.a., “The State”) and the liberals who make up the current administration of President Barack Obama. BREAKING: SAUDIS GREENLIGHT IDF ATTACK ON IRAN
Saudi Arabia has indicated to Israel that it would not protest use of its airspace by Israeli fighter jets in the event the government resolves to launch a military assault against Iran, according to a report which appeared in the British Sunday Times.
According to The Sunday Times, Mossad chief Meir Dagan held secret meetings with Saudi officials who gave their tacit approval to Israel's use of the kingdom's airspace.
"The Saudis have tacitly agreed to the Israeli air force flying through their airspace on a mission which is supposed to be in the common interests of both Israel and Saudi Arabia," The Sunday Times quoted a diplomatic source as saying last week.
The report also quoted John Bolton, the former U.S. ambassador to the United Nations, as saying that it would be "entirely logical" for Israeli warplanes to fly over Saudi Arabia en route to bombing nuclear targets in Iran.
Though any Israeli attack would be roundly condemned by Mideast leaders at the UN, Bolton said Arab leaders have privately expressed trepidation at the prospect of a nuclear-armed Iran.
"None of them would say anything about it publicly but they would certainly acquiesce in an overflight if the Israelis didn't trumpet it as a big success," Bolton told The Sunday Times.

UK: Report condemns "Sharia courts"

The Muslim Arbitration Tribunal (MAT) and an estimated 85 "Sharia courts" have been condemned in a report for think-tank Civitas for issuing rulings which are contrary to "UK legal norms and human rights legislation."
In a report on Sharia law, Denis MacEoin, former lecturer in Arabic and Islamic studies at Newcastle University, said: “The fact that so many Sharia rulings in Britain relate to cases concerning divorce and custody of children is of particular concern, as women are not equal in Sharia law and Sharia contains no specific commitment to the best interests of the child that is fundamental to family law in the UK.”
David Green, director of Civitas, said Sharia courts, including the MAT, should be excluded from recognition under the Arbitration Act 1996.
“The reality is that for many Muslims, Sharia courts are in practice part of an institutionalised atmosphere of intimidation, backed by the ultimate sanction of a death threat,” Green said, in an introduction to the book.
“The underlying problem is that Sharia law reflects male-dominated Asian and Arabic cultures. It cannot therefore be accepted as a legally valid basis even for settling private disagreements in a country like ours, where our law embodies the equal legal status of everyone, regardless of race, gender or religion.
Our system is based on moral and legal equality or it is nothing.”
MAJOR MULLAH GROUP CALLS ELECTION ILLEGITIMATE
The most important group of religious leaders in Iran has called the disputed presidential election and the new government illegitimate, an act of defiance against the country’s supreme leader and the most public sign of a major split in the country’s clerical establishment.
The statement by the Association of Researchers and Teachers of Qum represents a significant, if so far symbolic, setback for the government and especially the authority of the supreme leader, Ayatollah Ali Khamenei, whose word is supposed to be final. The government has tried to paint the opposition and its top presidential candidate, Mir Hussein Moussavi, as criminals and traitors, a strategy that now becomes more difficult — if not impossible.
“This crack in the clerical establishment and the fact they are siding with the people and Moussavi in my view is the most historic crack in the 30 years of the Islamic republic,” said Abbas Milani, director of the Iranian Studies Program at Stanford University. “Remember they are going against an election verified and sanctified by Khamenei.”

Whereas, on September 11, 2001, acts of treacherous violence were committed against the United States and its citizens; and
Whereas, such acts render it both necessary and appropriate that the United States exercise its rights to self-defense and to protect United States citizens both at home and abroad; and
Whereas, in light of the threat to the national security and foreign policy of the United States posed by these grave acts of violence; and
Whereas, such acts continue to pose an unusual and extraordinary threat to the national security and foreign policy of the United States; and
Whereas, the President has authority under the Constitution to take action to deter and prevent acts of international terrorism against the United States: Now, therefore, be it
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This joint resolution may be cited as the `Authorization for Use of Military Force'.
SEC. 2. AUTHORIZATION FOR USE OF UNITED STATES ARMED FORCES.
(a) IN GENERAL- That the President is authorized to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States by such nations, organizations or persons.
(b) War Powers Resolution Requirements-
(1) SPECIFIC STATUTORY AUTHORIZATION- Consistent with section 8(a)(1) of the War Powers Resolution, the Congress declares that this section is intended to constitute specific statutory authorization within the meaning of section 5(b) of the War Powers Resolution.
(2) APPLICABILITY OF OTHER REQUIREMENTS- Nothing in this resolution supercedes any requirement of the War Powers Resolution.

But the regime will make that claim no matter what we say or do. Do they really believe Iranians don’t know why they’re protesting and who is oppressing them? Do they think Iranians whose votes were discarded, whose voices have been ignored, whose lives have been threatened by the regime they wish to be rid of will think America has put them in that position; that the CIA caused a brave and idealistic young woman to step out of her car to join their protest, only to be instantly murdered by the henchmen of the regime?
Iranians know the truth. They know who is oppressing them and why. It’s a government that governs without their consent, which beats them, imprisons them and threatens their lives to preserve its own hold on power, and not to resist some imagined foreign enemy.
They are not fools, these brave and determined Iranians. They are on the right side of history, and the cynics among us, who think them fools, are on the wrong side. Liberty and justice will someday be theirs. Let us hope they will have reason to remember then, who their friends were in their struggle for freedom.
