NYTIMES: U.S. to Accept Iran’s Proposal to Hold Face-to-Face Talks

WASHINGTON — The Obama administration said Friday that the United States would accept Iran’s offer to meet, fulfilling President Obama’s pledge to hold unconditional talks despite the Iranian government’s insistence that it would not negotiate over the future of its nuclear program.
The decision to engage directly with Iran would put a senior representative of the Obama administration at the bargaining table, along with emissaries from five other nations, for the first time since Mr. Obama took office.

The effort to "test" Iran's intentions, announced on Friday, came after Russian Prime Minister Vladimir Putin said his country is skeptical of the need for new sanctions on Iran, giving the Americans little choice but to treat seriously Iran's latest offer.
Iran this week ruled out talks on its program, instead offering a five-page plan that it said would lay the groundwork for peace and stability in the region. The document, first posted Thursday on the Web site of ProPublica news service, made no reference to international demands that Iran suspend its efforts to enrich uranium, but did mention ending proliferation in nuclear weapons as well as a broad offer of dialogue.
Iran's plan was disappointing but not surprising to U.S. officials, who nonetheless decided to take at face value the offer of a dialogue.

US Shifts Policy, Willing to Meet 1-on-1 With North Korea

The US shifted its policy today, saying it is now willing to meet one on one with North Korea if that is helpful to bring Pyongyang back to the nuclear negotiations.
US envoy Stephen Bosworth got the green light from the other members of the 6-party talks, negotiations to rid Pyongyang of its nuclear program, during meetings in the region in recent days.
North Korea has extended an invitation for Bosworth to visit Pyongyang, but officials say it’s unclear where or when a meeting could take place.
“It's designed to convince North Korea to come back to the six- party process and to take affirmative steps towards denuclearization,” State Department spokesman PJ Crowley said of the decision to meet.
Speaking on background, a senior US official said: “Our assessment, after consulting with the other parties in the six-party process, is that if a bilateral discussion can be an effective mechanism to get North Korea to come back to the six-party process… so that we can remind them of what their obligations are and to push them to take affirmative steps… then that would be a potentially useful step.”
