Bashir Ahmed, otherwise known as Sabha, was killed by security forces in the remote mountainous village of Doolgam in southern Doda district late Thursday, police officer Farooq Khan said.
Ahmed was thought to be behind near-simultaneous blasts in courts in three cities in the state of Uttar Pradesh last November, Mr Khan said
Ahmed was also wanted for "militancy-related crimes" in Kashmir, according to Mr Khan.
He was killed as he tried to escape a security force raid on his hideout in the tiny village.
Police said Ahmed was a top commander of the pro-Pakistani Harkat-ul-Jihad-e-Islami (Huji) militant group.
