Only a state with socialised medicine could come up with this: voluntary forced-treatment. In this case the oxymoron involves forcing pregnant drug addicts and alcoholics to be treated . (Which - I might add - is a good idea for protecting the unborn child) It works like this: the state offers them a contract which they voluntarily sign, which gives the state the right to treat them against their will! Don Corleone could have employed lawyers instead of hitmen with this concept!

Actually, I think almost all serious addiction treatment involves an element of this. However, as you note, that phrase is pretty funny.
