(1) Boxer ESSENTIALLY admits she never read the Bill. If she did, she'd know that Congress authorized the war against Saddam based on Saddam's failure to fulfil all of his obligations of ALL the UNSCR's. These UNSCR's were NOT just limited to WMD's, or even WMD's stockpiles; in fact, the word stockpile appears ONLY ONCE in the entire body of UNSCR's; in fact, when referring to WMD's - or WMD programs, the UNSCR's most frequently use the phrase "any and all" or "any capability." UPDATE: an astute reader pointed out that in my quote from Boxer perhaps she was denying she'd voted for the bill, and not denying that she'd read the bill (as she implied Condi hadn't ever read it, as in: "...you should read the bill we voted on..."). MY POINT STILL STANDS: if Boxer read the bill (which she accuses Condi of failing to do), than she DID NOT UNDERSTAND IT AT ALL!
