I think you misunderstand the term "airborne fraction of anthropogenic carbon dioxide"
It is defined as "The ratio of the observed increase in atmospheric CO2 divided by the emissions of CO2 into the air from fossil fuel burning"
So article doesn't claim that CO2 is not increasing, but rather that the rate of CO2 increase is consistent with the increase in the burning of fossil fuels.
ie, the CO2 is still increasing at the same rate as our increase in pumping the stuff into the atmosphere, which in turn means that potential positive feedback mechanisms in the climate have not yet kicked in.
