Now, of course, PelosiCare/ObamaCare is legislation, not a statement of principles, but considering the bill is going to allow the government to take over 18% of the GDP, which may be the single largest expansion of government in the history of the world, one would think some sort of basic statement of principles would be needed/agreed upon first.
The only statement of principles I remember hearing coming out of the Democrats is that "Doctors take the Hippocratic Oath too seriously, as an imperative to do everything for the patient regardless of the cost or effects on others."
