This man has been selling out his constituents for most of my life. The only redeeming value Bayh has as a politician lies in the fact that he is pro-Israel, which pretty much means he only meets the basest modicum of human decency. Intensifying a crackdown on dissent in advance of a Communist Party Congress, Vietnam has charged a prominent American-educated human rights lawyer and at least two associates with the capital crime of subversion, the official press reported on Wednesday.The lawyer, Le Cong Dinh, 41, was arrested in June along with four other pro-democracy campaigners. All had at first faced the less severe charge of spreading antigovernment propaganda, which is more commonly brought against dissidents.
Two months later, a shaky video showed Mr. Dinh sitting in his shirt sleeves at a small, bare table and reading a handwritten confession aloud as his jailers shuffled around noisily off-camera.
“I regret my wrong actions,” Mr. Dinh said, looking down at the text. “I wish the state to consider clemency for me.”
That confession and similar ones by other dissidents are part of a crackdown that human rights groups say has included dozens of arrests and prison terms.
In October, nine people were sentenced to prison terms ranging from two to six years for hanging banners that called for multiparty democracy.
Diplomats and political analysts say the arrests are meant not only to punish but also to set the boundaries for discussion in advance of the next Communist Party Congress, set for early 2011.
“It’s a shot across the bow in advance of the congress to tell people to keep their heads down,” said Carlyle B. Thayer, a specialist on Vietnam at the Australian Defense Force Academy in Canberra. “Now is not the time for you to advocate political liberalization.”
The arrests have drawn condemnation from Western governments and human rights groups, putting the Vietnamese government on the defensive.
On a visit to Slovakia a week ago, President Nguyen Minh Triet said Vietnam should not be subject to the standards of the West.

Last Thursday, December 17, 2009, The White House released an Executive Order "Amending Executive Order 12425." It grants INTERPOL (International Criminal Police Organization) a new level of full diplomatic immunity afforded to foreign embassies and select other "International Organizations" as set forth in the United States International Organizations Immunities Act of 1945.
By removing language from President Reagan's 1983 Executive Order 12425,
this international law enforcement body now operates - now operates - on American soil beyond the reach of our own top law enforcement arm, the FBI, and is immune from Freedom Of Information Act (FOIA) requests.
...After initial review and discussions between the writers of this analysis, the context was spelled out plainly.
Through EO 12425, President Reagan extended to INTERPOL recognition as an "International Organization." In short, the privileges and immunities afforded foreign diplomats was extended to INTERPOL. Two sets of important privileges and immunities were withheld: Section 2© and the remaining sections cited (all of which deal with differing taxes).
And then comes December 17, 2009, and President Obama. The exemptions in EO 12425 were removed.
Section 2c of the United States International Organizations Immunities Act is the crucial piece.
Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable. (Emphasis added.)
Inviolable archives means INTERPOL records are beyond US citizens' Freedom of Information Act requests and from American legal or investigative discovery ("unless such immunity be expressly waived.")
Property and assets being immune from search and confiscation means precisely that. Wherever they may be in the United States. This could conceivably include human assets - Americans arrested on our soil by INTERPOL officers.

After more than two and a half years of year-over-year declines, import cargo volume at the nation's major retail container ports is expected to see three straight months of gains in early 2010, said the monthly Port Tracker report released this week by the National Retail Federation (NRF) and IHS Global Insight.
"We've been seeing hints of a turnaround in our past few reports but this is starting to look like a clear trend," said Jonathan Gold, NRF vp for supply chain and customs policy. "If retailers are starting to import more merchandise, it's because they expect to be able to sell more and that's a good sign for our industry and the overall economy."
... The January figure would mark the 31st month of year-over-year declines, but the trend is forecast to be broken in February 2010, when cargo is expected to total 972,391 TEU.
One TEU is one 20-foot container or its equivalent.

Venezuela and China gave a new boost to their thriving economic ties Tuesday, signing a package of agreements that advances China strategy of locking in access to the South American country's vast oil reserves.
After two days of talks in Caracas, the China National Offshore Oil Corporation will help the government of President Hugo Chavez develop the Boyaca 3 oil block in the Orinoco-belt, a large heavy-crude basin in Eastern Venezuela.
The move is part of Venezuela's efforts to increase oil sales to China to 1 million barrels per day from the 400,000 barrels per day it says it currently supplies. Under Chavez, Venezuela has tried to curb oil exports to the U.S. and searched for new markets. Despite his efforts, the U.S. remains the main destination for Venezuela oil, with sales averaging around 1 million barrels per day.

BBC: Venezuela orders power cuts for industry
Venezuela has imposed sweeping power cuts on industry and businesses in order to save its limited energy resources and avoid mass blackouts.
The government said the cuts were because of falling water levels at the Guri Hydroelectric dam, which supplies much of the country's power.
Energy Minister Angel Rodriguez said that without cuts, the dam could stop feeding the power grid early next year.
A drought in the region has caused water levels to drop dramatically.
Shopping centres have to turn off their lights by 2100 as part of the widespread rationing, while casinos and bingo halls have to turn theirs off by midnight.
