London based Arabic daily Al Hayat on Friday published part of the text of a proposal that Palestinian Authority President Mahmoud Abbas was discussing with officials from the European Union and United States in efforts to come to an agreement which would prevent him from bringing the question of Palestinian statehood before the United Nations and instead return to the negotiation table with Israel.

Of the 20 paragraphs reported in the proposal, four of them had been agreed upon at the time of publication, according to the report.

The first paragraph calls for a renewal of negotiations for a minimum of six months, followed by an end to the Palestinian-Israeli conflict, and the establishment of a Palestinian state based on the 1967 borders, the report said.

The second paragraph, upon which there is agreement, calls for Israel to stop implementing unilateral actions regarding settlements, in exchange for Palestinians fulfilling their security obligations.
