ASSIGNMENT/DEFERMENT OF SOCIAL SECURITY AND MEDICARE BENEFITS

IDEA:

To save Social Security and Medicare money, the federal government ought to allow qualified potential recipients to volunteer to defer-and-assign their benefits to anyone else with a social security number - perhaps a child or grandchild; deferment could be mandated for at least 20 years.

This way a rich person who is in no need of these benefits - but who paid into these TRUST FUNDS - could help the solvency of the Funds and a loved one, but without turning the fund into a Welfare program, (which is what any plain old means-testing system does).
