ICE RAIDS: "UNNECESSARY"? "PSYCHOLOGICAL HARM"?

1,282 illegal aliens arrested for possible involvement in identity-theft schemes get arrested at the Swift Meat Packing Company are demanding that the ICE raids be halted. Excerpt from the December 20, 2006 edition of the Washington Times:
The nation's oldest and largest Hispanic membership organization yesterday condemned as "unnecessary" the raids last weeks at Swift & Co. meat-packing plants in six states, saying further raids should be halted until Congress passes immigration reform legislation.

"We demand a halt to further immigration raids unless the government demonstrates that a particular arrest is necessary to protect public safety or for national security," said Rosa Rosales, national president of the League of United Latin American Citizens (LULAC). "The manner in which the raids were conducted has caused psychological harm to the immigrants and their families," said Ms. Rosales...
Arresting lawbreakers causes psychological damage? Arresting identity-theft criminals is unnecessary?

According to the December 20, 2006 edition of the Washington Post, immigration reform may be on the way:
...Bush said that he is interested in enacting a proposal, blocked earlier this year by House Republicans, that would establish a guest-worker program for low-skilled workers and a path to citizenship for many of the estimated 12 million illegal immigrants now in the country. "I hope that Congress will join me on a comprehensive bill, and I would hope that the majority of both parties support it," he said.
Do these words mean that, at all costs, we must prevent the "unnecessary" "psychological harm" inflicted upon illegal invaders?
