The United Nations "Rule of Law" program has trained terrorists and pirates in Somalia. Men, who should have been trained to maintain Law&Order, never received their pay from the UN program, and have since taken their equipment and skills and joined al Shabab or Pirates. We should not be suprised that yet another aid program has been perverted - nor should we accept the explanation that it was lack of pay that drove these men to "the other side".
