I think the Pope realizes that he has a problem with the "spiritual termites" within the US Catholic Church who are working to destroy it. We see a great example of this at Notre Dame.

Lord knows why the Pope continues to allow the spiritual termites to infest his church? Is he overwhelmed? I have a hard time believing that. It's a matter of principles and his mind is certainly capable.
Therefore, it is a matter of his lacking the will.
