OF COURSE HE SHOULD but as per usual someone in the security council abstained when it was put to a vote.(both Russia and China) I am not here defend the UN from charges of corruption and gross inefficiency. I was merely pointing out that YOU DO NOT TO TELL LIES to make this point, which should be bloody obvious to most dispassionate observers. Why it should come as a surprise to you that the UN is very very very slow at ever doing anything useful is beyond me. You never seem to have much to say in favour of Congress. Everyone in there lives in the same country and can speak pretty good "american English"

Each of those countries have different histories, and the people in them hold different prejudices/belief systems. Frankly you would need the patience of a Saint to put up with all the pointless meetings with complete boneheads. Kofi Annan isnt the problem.
