As with Putin's invasion of the Ukraine, there is very little that can be done now to prevent a Sunni-Shia civil war, short of massive "kinetic action." The way to prevent it would have been to negotiate an SOF aqreement years ago, and to follow policies that would convince the world that the US and our allies are not to be trifled with.
